Runes don't have an effect?

So i'm not sure if i missed something, but at least some of my runes clearly don't have an effect on my champion stats. Just look at hp regen. Rune book says it should be +7.5 but at the start of a match its only 2.

EDIT: I'm pretty sure they are working fine, the regen is just /1 in the stats and /5 in the rune book.

it looks like the hp regen works, and the mp5 may just be rounding down instead of up.

This +1, it's pretty obvious, play around with some runes to confirm if you're doubtful.

I really don't know what to say. I currently have lesser runes but I see the effect of some. The most visibile is the cooldown reducer, since I have 113.25 seconds sometimes. But what JayceJa, namely "in game character stats are hp per one, the rune book is hp per 5" makes sense. Here is an idea, get hit and look how fast you heal. You will CLEARLY see the difference if the runes work.
