Gangplank. But I guess cleanse or QSS is the better alternative

And when it comes to laning he’s not difficult to beat:

1. Sustained DPS wrecks him (any ranged ADs, or someone like Casseopeia).
2. Don’t stand right beside a friendly creep that’s about to die with his DoT so it doesn’t hop onto you.
3. Take cleanse and/or QSS and negate the bulk of his combo.
4. He’s one of the game’s best pushers and farmers, but most players are poor at last hitting so they use his spells to farm and clear waves… this has some implications:
• if he pushes his lane a lot let your jungler know every time he pushes too far and just gank him;
• alternatively he might push his lane and try gank another lane. If he is running teleport expect him to do this every time his TP is up as he’ll teleport onto a side-lane ward and try to ult someone. Make sure you call him missing.
5. He is fairly mana hungry and will likely try getting second or third blue buff, so ward their blue (usually respawns 07:10–08:00 if their jungler cleared blue camp at level 1) and coordinate a buff steal or gank him and his jungler.

That’s about it. (:
