When is the best time to cast Promote?

The best time to promote is when your minion wave will go unanswered for a long period of time. For instance, if there's a large amount of action in the jungle or in bottom lane, promoting a top lane minion will push and neut unless the enemy team devotes attention to it. If they do, you get advantage elsewhere.

Promote is best in certain matchups, especially against weaker pushers.

Another good time to promote is when your lane opponent initiates conflict with you. Getting a bit of extra minion DPS can skew a fight in your favor, especially if you retreat from his minions.

If there is an actual serious application to Promote, it's definitely not on Sivir. She insta-gibs minion waves as-is.

Promote's biggest issue is it doesn't scale well or at all into mid/late game, unless the minion is already at the tower.

Best time to use promote is when you've just killed enemy minions and your bot opponent is closing on you and the extra promoted minion damage will mean you can kill him. Even if you don't win and he ends up very low, he'll either have to stay in lane longer killing the promoted, risking a gank, or you'll come back to a very pushed lane. Note: don't try this against a Sion, he'll just ult and get back up to health.

Second best time: When you return to a just-neutralized tower and your last wave of minions comes around. The promoted one will help you recap your own point and then go over and try to cap your opponent's.

Usual time: When your bot opponent can't commit to attacking your minions. He's either recalled or low on life & lacking good pokes, or you have a gank incoming and you want him to be distracted. If you don't control windmill it's probably going to be worth it to use your promote just to speed up capturing their bot. Once you get their bot, they'll need to send someone down to help & your team can then pick up windmill.
