(Explanation on the damage: Say the target is 2000 units away from Ieron. 15% of 2000 is 300, so, at rank 3, the skill would deal 700 magic damage. But if the target is 10,000 units away, the skill would be supposed to deal 1000-1500=-500 damage. However, the skill would still deal 500 damage at rank 3. Numbers are subject to change.)

Kind of confused on this. So he is a mage and he is MELEE? How does this work exactly?

He utilizes spells for most of his damage, but his basic attacks are melee. Mages don't necessarily have to be ranged champions.
