I really don't have the IP to shell out for a bazillion rune pages, so what are the best runes in general for everyone?

Well it really depends on what kind of characters you play.

Meele:

Red - Armor pen, all the way. Outclasses everything.
Blue - Magic Resist or Cool Down Reduction
Yellow - Almost always going to be dodge, but I find mana regen/level works quite well (only use it if your main meele champs use mana)
Quints - Flat HP quints, Armor Pen Quints, anything you feel like you need but those are two very common - good ones.

Caster
Red - Magic Pen is basically the best thing here
Blue - MP5/Level or AP/Level
Yellow - Cooldown reduction or AP
Quints - Magic Pen, Flat HP quints, Movement speed quints (Mainly for champions such as anivia.

Most people can go ahead and feel free to correct me (mainly on the caster part, I hardly play AP people.)

Also note that certain runes may be better than what I say. For example a trynd would benefit a little bit more with crit chance instead of armor pen. It's really a toss up, experiment and find out what works best for you. These are my general runes.

Marks: Armor or Magic Penetration
Seals: Health per level
Glyphs: Flat cooldown reduction
Quintessence: Flat health

Those runes will be the most useful on the most amount of characters ever.

Agree with above folks..

First = melee/tanky.. second = caster/AP

Reds = Armor Pen or Magic Pen
yellow = dodge or MP5/lvl
Blues = CDR/lvl or AP/Lvl
Quints = flat health

With those you can be fine with about any character, other than high attack speed/crit characters.
