This wouldn't really change anything though, as basically anyone on pbe could buy the new champ as soon as it comes out. Being able to do so early wouldn't change a thing. The only thing it would really change is letting us see the numerical stats on the champion on release, which they should give us in the patch notes anyway. If sales would decrease due to people being able to see the stats before buying, Riot is doing something seriously wrong.

Most bugs in game are caused by new features, such as a new champion.
So I expect that we will get to test new champions before they are released.
However! We will be looking for bugs with that champion (for example Yoricks infinite respawn bug) rather than the balance of that champion. Whether or not a champion is OP/UP or not is not the important thing, glitches and bugs are.

maybe in the future then like a year from now e will be able to test champions but right now its not that high on the list of things to do

PTR is way too small for balance testing anyway. That's why they keep releasing unbalanced champs. Riot seems to be happy with their current practice to do balancing after the champ is released. At least for the moment.

What is really interesting is the fact that we are going to test the "big features" like spectator mode and stuff. That's cool. I can't wait to learn what they have in store for us during the next test phase. Stealth rework maybe? Replays?

Just let us balance test new champs in the future. Do it for the community...
