Will there be small but effective balance changes going into Dominion?

Things like range reduction / increase on some skill shots.

Mana costs etc.

And do you have any fears about sustain once again being too powerful on Dominion Riot?

Champion abilities were not adjusted for Dominion, so a spell with a 18s cooldown is still a 18s cooldown. Similarly we didn't see the need to adjust ranges or speeds of skillshots. As for your question about sustain we feel we've addressed that fairly well now, and a good half of the solution was the introduction of health relics. To quote from the website:

"Health Relics spawn on specific locations at short, regular intervals, and can be picked up to restore health and mana. Champions from either team can acquire a health relic simply by moving over it."

will the health relics be usable in combat? i could see that being irritating having a champion grab one to turn a fight around

put health relics into summoner rift and make regening at the fountain slower if you guys want more aggressive gameplay...
