For most mages its a lot more cost effective to get Magic pene to increase dps instead of just going all AP.

But Soraka is different. She doesn't need any magic pene. because you are getting AP to get better healing.

So I did some easy mathcraft to show you what items to buy to maximize AP per gold while ignoring everything else.

Code:
Item AP Gold AP per Gold
Mejai's Soulstealer (20) 180 1235 0.145748988
Mejai's Soulstealer (5) 60 1235 0.048582996
Blasting Wand 40 860 0.046511628
Amplifying Tome 20 435 0.045977011
Zhonya's Ring 150 3580 0.041899441
Kage's Lucky Pick 25 765 0.032679739
Void Staff 70 2295 0.030501089
Archangel's Staff (max) 80 2840 0.028169014
Abyssal Scepter 70 2650 0.026415094
Rod of Ages (max) 80 3035 0.026359143
Rylai's Scepter 80 3105 0.025764895
Fiendish Codex 30 1245 0.024096386
Lich Bane 80 3470 0.023054755
Doran's Ring 10 435 0.022988506
Deathfire Grasp 60 2610 0.022988506
Guinsoo's Rageblade 45 2235 0.020134228
Sheen 25 1260 0.01984127
Archangel's Staff (min) 55 2840 0.019366197
Nashor's Tooth 55 2885 0.019064125
Rod of Ages (min) 50 3035 0.016474465
Mejai's Soulstealer (0) 20 1235 0.016194332
Haunting Guise 20 1382 0.01447178
Trinity Force 30 4070 0.007371007
What this tells us is buy a soulstealer! If you can get at least 5 stacks its more cost effective than a BW. After that keep buying BW until you fill all your slots, then buy a Zhonya's Ring, and then keep buying BW!

If however you have more than 186 AP, then its better to buy a Zhonya's ring for the +25% AP instead of a BW, but this only works if you don't already have a Zhonya's ring.

Everything else is a do not buy because they will use a BW or AT. IE. It would be a waste of money to upgrade to it.

Also you'll need 3084 max mana with the Archangel's Staff to be comparable in cost to a BW. So until then keep buying BW.

As for the very first item buy an Amp tomb and make it into a soulstealer asap.

interesting but you got 1 little thing you didnt take in consideration

Kage's lucky pick... what happens after 15 mins if you buy it... what's the AP/gold taking into account the gold it generates

Interesting idea.

My math tells me after 7 mins 35 seconds the Kage's Lucky Pick would have paid for itself and is comparable to a BW and after that its better than a BW.

However you only need to make 95 gold before 7 mins 35 seconds and you'll be able to buy a BW. Since passive gold tick is about 1 gold per second its never worth it to buy a KLP.

Actually you are quite wrong... it is ALWAYS worth it to get Kage Lucky pick as long as there are more than 10 mins left to the game.

Basically you should buy only Kage Lucky Picks below the 20 mins mark as most games last 30-40 mins.

But you need to consider for KLP to be worth it you'll need the game to get into the late game stage. However by late game stage you might run out of item slots, which means selling your KLP and losing value there.

Provided you're not bothered about cooldown reduction, then go for it. Plus, you get more than just AP from some other items....health and mana from RoA and archangels.

Plus, there's a few buggy tricks with tear/archangels.

It's been reported that you can max out tear, sell it, keep the mana, buy archangels and start maxing it out again. If true, this would make archangels the best AP item after mejais.

do you realize that items such as Rylais, give slow effects, health and Ap?

I'm quite sure the OP DOES realize this, Reaper.
That being said, I'm not entirely sure how such a realization is in any way relevant to his stated goal of gaining Ability Power (regardless of any other effects of the items purchased) in the most cost-efficient manner possible.

Yes, but the fact is that's a bad strategy. You need a mix of stats to be an effective player. A bazillion Ap does not help if your cooldowns are all base and you die in 2 hits. It is impossible to measure the benefits of other stats with respect to gameplay but a mix of them is generally a good idea.

Its obviously not a pick the top6 items list but when you have maybe a RoA or Banshees you can get a zonyas or whatever.
