Why not release Dominion in practice games?

Is there a reason that we have to go through another magma chamber situation? It is starting to seem like all riot ever releases is champions, skins, and soon(tm) announcements with no actual release.
When Twisted Treeline wasn't ready to be released for matchmaking, it was at least put in to practice games so that people could at least help beta test if they wanted to, while it was still clear that the mode wasn't polished. No one was upset that riot released TT before it was ready.
The implication of a big release this week got everyone excited for something big THIS WEEK. But what do we get? Another Soon(TM) announcement. By the time this and other large promises are made to us they won't be exciting. They'll simply be relieving because we finally get what we were promised after weeks/months of disappointing patch notes.

tl;dr: release dominion to practice games to restore some faith in your company's ability to release promised content.

announced that it would be released for play at gamescon, and announced that it would come out shortly after, your argument is invalid

Yeah, I wish that they would enable a beta version of the Dominion map at the same time it is shown at GamesCom and Pax. It really doesn't make sense that they wouldn't after making quotes like these:

Instead, we are repeatedly told "you guys can play it at GamesCom and Pax." Riot, not all 15 million of your players can make it to GamesCom or Pax. It feels like another case of screwing over players.

In terms of practice games, I don't think they'll be available at the start. The complete lack of bot support they talked about sounded like it would be normal only for a while. I could be mistaken about that though :P

The easiest thing to do is observe how people play it for a while, then emulate that on bots. Otherwise, they'd have a hell of a time with the AI.
