For casters, which quints would be the best for damage? Flat AP, AP/level, or Magic Pen?

It depends. Which caster are you playing and what runes do you already have?

in general:

ap/level are just plain bad.

ap is better early game.
mpen is better mid/late game.

although it depends on which caster you're using, obviously. If you're using someone with a heal or a shield you should probably stick with AP, cause mpen doesn't benefit shields. If you're using someone with really bad ratios, you'd rather have mpen.

I own Annie, Malzahar, Vladimir, Kassadin and Karthus. Thinking of getting Leblanc. I use Mpen reds, Mana regen yellows, AP/level blues and one of each mentioned quint. O.o

I sometimes use this page on support champs, so I'm leaning on AP. 1.89 (x3) pen just doesn't seem like a lot.

Movement speed quints are actually noticeable, especially on slower ones like Vlad. I always run MS on him. You'll be in so many instances where you need to chase quickly, kill, and run - MS.

I have a different rune page for vlad. MS quints, CD reduc blues etc.
