Welcome to the 2nd Council Digest. This is a monthly series aimed at informing our Summoners of the happenings in the Council chambers. For those who are not yet aware, the Council is a group of passionate gamers with a focus on improving the competitive aspects in League of Legends. They come together to advise us on making the game better, both in gameplay and in the competitive setting. Through the forum and special meetings, we hope to utilize the Council to improve the game for the competitive player. Let’s go over what has happened since the first one!


Gameplay
This is a list of topics raised by the Council members aimed at improving the gameplay in League of Legends

  • Elixirs – Are some of them too strong or weak? The most recent patch already nerfed Elixir of Agility since this post was made
  • Sivir – When Zileas posted the Sivir remake from early December, no one was sure how strong she should be. Everyone seems to like her now, though!
  • Flash – No one quite knew how Flash would turn out when it was remade. It seems a lot better than it used to.
  • Udyr – Some of the discussion was right after his release, before he was buffed, and the Council called him underpowered. Now he's believed to be in a pretty good place, not requiring much more work.
  • Armor Penetration – Two topics here: One addressed the power of Armor Penetration runes in comparison to the other physical Marks. The other topic compared Black Cleaver, Last Whisper, and Brutalizer with no definitive “best item.”
  • Soraka – She was considered overpowered by the Council when she was first remade to have her heal be instant. However, now that people have been using Executioner’s Calling more, she’s considered pretty fair.
  • Snowballing – Two threads of discussion here: One was on the various snowball items in the game, where Mejai’s got a buff and Leviathan got a nerf afterwards. The other was about death timers and games being over after one deciding teamfight late game once respawn timers grew long.
  • Runes – Which runes are good and which runes are bad? Quintessences of Fortitude were called out as overpowered, and they subsequently got nerfed.
  • Level 1 Teamfights – Blue team has been considered to have an advantage because their Lizard spawns closer to the Dragon. The Council and I discussed the various ways these fights played out and how to maneuver for them. Other topics included forfeiting control of Dragon in order to push top tower.
  • Patch Notes – Zileas posted a couple rough drafts of upcoming patch notes. The Council gets these a few days before Test Realm, so we got to quickly chime in if something was going to be rigged coming into PTR.
  • Ignite + Cleanse – The Council asked if Cleanse was supposed to remove Ignite; it's intended to, it just doesn't yet.
  • Cardmaster – Before his slew of nerfs, Cardmaster was pretty universally considered top tier. He seems to be a little bit more reasonable now and is still quite viable.
  • Katarina’s Ultimate – One man asks: does it do too much damage? Area of Effect in general will be looked at in the future, and Katarina will be part of this possible nerf.
  • Twitch – At first someone posited that Twitch had possibly the highest DPS of any physical champion. This didn't raise concern among them until everyone got a taste, and now they're clamoring for a nerf.
  • Cleanse – After last patch where Cleanse was overly powerful, some Council members scrambled for some remake ideas.
  • Teemo’s Passive – When it came out, Teemo's passive was considered to be very weak by the Council, and has since gotten some small buffs.
  • 5 Man Roam – Council members explore how the game could be changed to steer teams into smaller battles.
  • Last Whisper and Void Staff vs. Deathfire Grasp and Madred’s Bloodrazor – I brought up whether these types of specialized items should be reasonably cheap like Whisper, or big lategame items like Bloodrazor.
  • Armor vs HP – Someone claimed that armor and magic resist are weak stats compared to pure HP stacking. However, after doing some math, I showed that a balanced character build is just as powerful.
  • Masteries – A Council member brought up some weaknesses of the current mastery system, as some are considered weak while others are considered overly strong. Zileas tells us that Masteries will get an eventual remake.
  • Area of Effect Champions – Area of Effect was definitely all the rage a few months ago. While the damage output of AoE champions hasn't changed, a new tournament starts shortly; we should see all sorts of interesting plays.
  • Initial Timers on Dragon/Monsters – Shurelia asked us for input and gave us a head’s-up that neutral Monsters would be spawning later. You’ll all get to see it next patch, and the Council agrees that it's promising.

Discussion Topics:
These are topics that I make to get the Council to talk more about balance and high-level gameplay concepts.
  • Pushing – The Council decided that Fortify was too weak at stopping pushes, that towers were a little bit too frail during the early laning phase, and one man says “learn to push two lanes at once!”
  • Summoner Spells – This topic was spawned because Fortify was called weak in the above thread. We agreed that Rally is too good, while the rest of the spells feel about right. Smite leads to some fun meta games, though not everyone likes Smite stealing.
  • Healing Reduction – Right now it stacks when it shouldn’t. Otherwise we really like the mechanic.
  • Laning – People are trying to figure out just how much skill differentiation exists in the laning phase of the game. Some complaints say that playing aggressively just gets you ganked.

because some champions are just terrible in a 5v5 situation.

katarina ? too much dmg ? nerf ? another dimension ? pubs without any intterupts ? discuss ?

If anything katarina needs some changes to her ult as suggested by furor .

As if warwick doesn't suck enough let's make jungling as warwick even more stupid and delay the spawns even more on monsters .

Certain Champs Excel in 5 Man Fights while others are good in smaller Fights...

but if you have played alot of LoL and aren't getting Paired up with scrubs, you will know that Most games will eventually End up with every Team Roaming around in 5 man gank Squads...

Cardmaster is still totally viable in what he does best, ganking / disabling, not only "quite" !

And a +1 to the problem of masteries. Some are absolutely awesome, and some are clearly... Poor to, bad, really bad, extremely bad, etc...

Well if you do really good against another team, specifically with gank heroes, they tend to pair up and then they roam around all together from like level 8 onward. It's a really really boring and unfair seeming situation for some heroes and I really don't think the game should be played like that. I think this is the main concern, some heroes are useless in team situations, and some teams get tired of dying so they stick together the entire game.


Personally, I think Katarina could use some remaking. Currently her only skill worth doing damage is her ultimate, and the only build thats viable (and probably the best) is to stack BF swords. She should have more diversity because that seems way to static for a character.
