diminishing returns stops at .5 AP and armor per soul, and the damage per hit he gets on his Q is still 1 per soul at any number of souls, so he effectively has infinite scaling on all 3 of those. the cap is 999,999 souls, but im pretty sure they all have caps of something.

Thresh slows down, from memory his cap's effectively infinite (somewhere in the 6 digits) however.

We do play around with these sorts of scaling passives occasionally when prototyping since there's something pretty sexy about them when you're playing as those champions. Thresh's is the sole exception I can think of though that's offered something that managed to feel cool, be balanceable and not dictate a champion's itemization. An example of one that failed at those criteria by contrast was infinite mana pool scaling on a mage kit a while back. Gaining a bigger mana pool gradually over time felt pretty meh in most circumstances. If the values were big enough to feel satisfying however they basically made Seraph's/Muramana feel mandatory, crippling build diversity. If the values were too small to make those items attractive then it just ended up being a irrelevant effect.
