Enemies dying before skills hit.

I'm not sure if this is a bug or what but I think it's important anyway.

If you use a distanced target-based skill (not skillshots) on an enemy and the enemy dies before the skill hits, the skill CD is not reset.

For example:
Say I'm farming with Akali, and I Q a minion that has 1 hp left. The minion dies to some other source before my Q hits the minion. The CD on my Q is not reset and I have to wait another 4 seconds or so to use it again even though it never hit.

This happens on most projectile skills such as Katarina's Q, Cassiopeia's E, Ryze's Q/E (the bouncing skills will still bounce, however).

I don't really see the point of this... and to be honest, it can be very devastating in a teamfight (for example Cass' E, if the target dies before the projectile hits, you lose your DPS for 5 seconds).

I suppose it's intended to work like that, almost every game i have played works like this, doesn't matter if you killed him or not with the skill, you still used it, your fault to use a CD in something that's going to die.

its always worked like that as fat as i know man, if you throw a knife but it doesnt hit anything, will it just appear back in your hand?
im like 90% sure thats intended

If you throw a knife and it hits something, will it just appear back in your hand 5 seconds later?

I'm pretty that it's fair to say that by using a skill like that, you are 'throwing something at the target'. Regardless of whether the target was alive or not when it connects, you've already successfully thrown your 'something'.

Other skills like Garen's ult refresh on miss because, well, they /haven't/ successfully cast their skill. Akali's Q's cast time is the throw, doesn't matter if it misses or not.
