It is certainly a performance concern. Also, not all programmers work on all of Riot's code. There are *many* teams and projects.

Do you write raw code or use something like Visual Studio?

At least two of these were answered already;
he estimated roughly 450k lines, and they use a few different IDEs

Thinking about getting into programming. What sparked your interest in programming and what would you recommend I do in order to learn? I have a C++ book, but an "expert" opinion is always helpful
