An Entry to the Wonderful Monthly Character Creation Contest!
This Month's theme is There Will Come Soft Rains!, a theme relating to a character that can/did survive the end of the world, should it come.
And without further ado, my submission! (Any and all Reviews are welcome: Just don't leave a silly, one sentence responce. Put some thought in it and I'll do the same for you! )

Q-Beta: Refined Phase Blast: Bonus Ratios increased to .3 to Initial Damage, .3 to Afterburn, from .1 Initial, .1 Afterburn.
Q-Omega: Prismatic Phase Cannon: Now also grants a Bonus to Ratios, .1 extra to Initial Damage, .1 for Afterburn.
W: Hextech Targe: Damage Reduction decreased to 10%/15%/20%/25%/30% from 20%/25%/30%/35%/40%.
Damage Return changed to 25/35/45/55/65 + (.3 of AP) from 50% of damage taken.
Cooldown increased to 24/22/20/18/16 from 15/14/13/12/11

Ultimate: Gravitic Prison: Cooldown Changed to 115/95/75 from 100/85/70
Root Duration Decreased to 1 Second From 2 Seconds.
Ultimate-Beta: Enhanced Gravitic Confinement: Root Duration Decreased to 2 Seconds from 2.5 Seconds.
Ultimate-Omega: Cybernetic Gravitic Singularity: AoE around targeted unit changed to 300 Units from 600 Units.

Q-Beta: Refined Phase Blast: Bonus Ratios on Initial damage reduced to .2 from .3, and on Afterburn reduced to .2 from .3
W: Hextech Targe Reworked: No longer returns damage. Now it applies 40/70/100/130/160 + (.3 of AP) extra damage on auto attack while active.
W-Beta: Hextech Defense Matrix: Shield duration reduced to 4 seconds from 6 seconds.
E-Beta: Advanced Lightning Impulse: Slow Duration reduced to 1.5 seconds, from 2.5
Additional Damage based on Current HP Reduced to 6% from 8%
E-Omega: Accelerated Thunder Impulse: Stun duration reduced to 1.5 seconds from 2.5 seconds.
Ultimate-Beta: Enhanced Gravitic Confinement: Stat bonus changed from 10% Tenacity to 7% Spell Penetration.
Ultimate-Omega: Cybernetic Gravitic Singularity; Stat bonus changed from 15% Tenacity to 10% Spell Penetration.

Cool, though I'm not sure why Zilean would bother taking Genesis with him instead of doing the job himself. Just ignore Zilean and give the thing its own time machine.
I like most of them, but it seems half of them are references to robots in movies or something and they make a loud whoooosh sound. Still I assume you know what you're doing.
Q: Upgrading Q before high levels doesn't do anything. You need like 200-300 AP to make it meaningful.
W: We found the best solo laner in history! This buff essentially means 40% damage reduction ever assuming you right click the opponent, and with 50% of the damage going back to the opponent you're essentially only taking 1/5 more damage than he does, and that's if you go afk after you press it. Upgrades are fine until the last one at which case you should have a tiny bit of CDR so you have a permanent shield for 40% damage regardless of where it comes from.
E: Dat upgrade 35% permanent movespeed bonus. Also a 2.5 second stun to go with the 2.5 second root and 1.5 second 30% slow on your ult. Enough time to shout "Drag... them...down..." and throw an imaginary anchor. The rest is pretty nice but this is ehm. Then again the CDR is useless if you get blue buff (see "role").
R: This is why Amumu cries and Sejuani turns cerulean with envy. Yes, Sejuani's stun is 2 seconds and a (non-)slow, no, this only applies to one target, everyone else gets 1 second (as a whole I find your upgrades to be game changers). It would be sort of balanced if the last upgrade didn't exist. Conversely, the tenacity is a useless bonus because you will have max tenacity by the end of the match anyway.
Ranged-Melee-Gap Closer-Ranged. Role = ? He has a total of 1.9 AP (so much for being an "AP bruiser"; Rumble: 4.4!; Galio: 2.2) and doesn't have an AD steroid or massive AD nukes either so he's not a regular bruiser. He has no reason to sit in melee range so I'm not sure why.
He would make a nice melee support though - his kit is sort of like Alistar but ranged. He could be compared to Galio but he is better in almost every respect.
