Thing is, Talon was not viable in season 2. At all. He was too easily countered by armor and oracles. Now you've done a good job in fixing his two primary weaknesses, but the prevalence of health, combined with his atrocious laning early game has put him into a position of not really having a lane to go into. Most of the talons I've seen try for top have ended up doing very little and having serious issues in their lane due to simply having a fairly weak early game with little compensation. And late game they run into the non-sustain assassin problem of being able to take out a single person and then being alot less viable. (mana costs, the fact you're probably going to explode after killing that singular person, etc)

Honestly, his sustain / durability needs to be looked at if you're planning to nerf his damage capacity.

"He's finally going to be dealing more damage. Man maybe these nerfs that we had planned before he's getting more damage aren't right."
