My Submission (still a work in progress):

Gif, the Gremlin Shaman

Appearance:

Quote:
A dark, stunted figure who is similar in appearance to the Imps from Torchlight I(image included at the bottom of the thread), but drabbed in some makeshift clothes, and is generally larger in size and gives off a "cunning" vibe. He is armed with an Enormous Spork that he uses to poke his enemies and to fling the mob of smaller gremlins that swarm around him and follow him wherever he goes.
Role:
Quote:
Gif is a melee support champion who provides his team with an array of buffs and debuffs whose effectiveness is amplified when he places himself into the thick of the fighting.
Lore:
Quote:
Known for their affinity for mischief and for their habitual acts that many would consider naughty or petty, the Gremlins have often found themselves attracting the ire of those whose paths they cross. This, of course, has meant that few Gremlins have ever been offered the chance to take part in any of Valorans festivities, much less one as venerable as the Time of Snowdown, and that fewer still have ever been re-invited. Most Gremlins would be too busy raiding unsuspecting pantries, and drowning themselves in ill-gotten booze to care, but Gif isn't most Gremlins. Armed with considerable talent in runecrafting, and a superior intellect (by Gremlin standards at least), Gif viewed the other races' low opinion of his fellow Gremlins as a great injustice , and took it upon himself to ensure that no Gremlin would ever again face discrimination due to their love of pranks and thievery. Making full use of his skills, and his considerable size, he bullied the other Gremlins into forming a - somewhat - cohesive force, and unleashed a wave of terror upon Valoran that left no kitchen unpilfered, no keg untapped, and no banquet hall unpillaged. Roving bands of Gremlins halted any festivities they encountered, poking the guests with their dubiously acquired cutlery, until officials across Valoran were forced to take action.

Unable to track down the sneaky Gremlins, numerous cities instead decided to strengthen their defenses. Locks were placed on Cookie Jars, and storage rooms, and spells were cast to both detect and ward of any adventurous Gremlins, but it was to no avail. Gif outwitted them at every step, utilizing his powerful magics to both weaken their defenses, and aid his fellow gremlins by inscribing potent runes that both slowed their opposition, and hastened their allies. The cities were left with only two choices: either Gremlins would be invited to celebrate the Time of Snowdown, or every pantry, and every cellar would be raided until there remain no cake, and no beer with which to celebrate. Faced with such an ultimatum, the cities chose the lesser of the two evils, and invited the Gremlins to celebrate. Gif was grudgingly invited to the celebrations at the Institute of War where he was offered membership to the League as a representative for Gremlinkind. Gremlin kitchen raids continue to be a problem throughout the continent, but the inhabitants have discovered that their mischief can be rather amusing, and that they'd rather have to deal with their company, than risk missing the Time of Snowdown celebrations.
Stats:
*Stats are arranged in the order of level 0 + per level values -> level 1 values -> level 18 values*
Quote:
Health: 449 + 88 -> 537 -> 2033
Health Regen: 8 + 0.7 -> 8.7 -> 20.6
Mana: 245 + 48 -> 293 -> 1109
Mana Regen: 6 + 0.55 -> 6.55 -> 15.9
Range: 125
Attack Damage: 50.6 +2.8 -> 53.4 -> 101
Attack Speed: 0.625 + 2.5% -> 0.64 -> 0.906
Armor: 17 + 3.2 -> 20.2 -> 74.6
Magic Resistance: 30 +1.25 -> 52.5
Move Speed: 340
Gif's stats were balanced to be a middle ground between leona, and taric (who has surprisingly high base stats). He was given additional health regen to help compensate for his lack of heals during his early levels, and because of his melee nature. His lower attack damage is meant for the passive damage bonus that his innate grants him

Abilities:
Quote:
Passive: On-hit debuff/On-hit damage increase. Gif inscribes a rune on enemies that he attacks. Allies (including Kipawa) who attack the rune-inscribed target gain a temporary increase to their damage (both physical and magical).

Rune Duration: 2 seconds
Buff Duration: 2 seconds
Bonus Damage: +8 %
A pretty basic ability, it gives Gif the ability to give his team a hefty boost to their damage, but requires that he place himself in harms way in order to do so due to his melee attack range.
Quote:
Ability: Single Target damage + attack speed slow. Kipawa Flings a mob of Gremlins at the targeted enemy. The mob pokes the target with their jagged cutlery, dealing damage over time and reducing the enemy's attack speed.

Cast Range: 650
Duration: 3 seconds
Damage over Time: 70/115/160/205/250 + (AP*0.6)
Attack Speed Reduction: -20/25/30/35/40%
Mana Cost: 60/65/70/75/80mana
Cooldown: 8 seconds
Gif's only mean of harrassment in-lane, this ability provides him with a powerful debuff that can help his team by reducing the enemy's damage output, and is particularily useful when used against the enemy carry.
Quote:
Ability: Instant Cast Target Ally or Enemy/ Single target + AoE move speed modifiers. Gif can choose to either target an enemy or an ally with this ability. Targeting an enemy will increase the move speed of all allied units near it, and will slow the primary target by an amount based on the number of allied units hasted. Targeting an ally will slow all enemies near it, and will haste the primary target based on the number of enemies slowed.

Cast Range: 700
AoE: 325
Slow/ Haste Duration: 2.5 seconds
Enemy Slow Amount (On Enemy Cast): 24/28/32/36/40% + 3/4/5/6/7% per hasted allied units (36/44/52/60/68% max)
Allied Haste Amount (On Enemy Cast): +14/16/18/20/22 %
Enemy Slow Amount (On Ally Cast): 20/23/26/29/32%
Allied Haste Amount (On Ally Cast): +18/20/22/24/26% + 3/4/5/6/7% per slowed enemy units (30/36/42/48/54% max)
Mana Cost: 60/70/80/90/100 mana
Cooldown: 15/14/13/12/11 seconds
A powerful dual-use ability, it allows Gif to either help an ally peel away from enemies by boosting their speed, and slowing the enemy's, or can alternatively be used to help melee allies focus down a target by slowing it down, and boosting their speed.
Quote:
Ability: Gif surrounds target ally in a mob of gremlins. The Gremlins chant encouragements, increasing the ally's attack speed while they remain, and (unwittingly) reduce the damage of a set number of instances that the champions receives from enemy champions and neutral monsters.

Cast Range: 700
Duration: 5 seconds
Damage Reduction: 20/30/40/50/60 + (AP*0.2) [Can Block a total of 100/150/200/250/300 + (AP*1) damage if all 5 instances are used up]
Instances of Damage Blocked: 5
Attack Speed Bonus: +24/33/42/51/60%
Mana Cost: 80/85/90/95/100 mana
Cooldown: 13/12/11/10/9 seconds

*Note: This ability will not block/use up one of its instances if it would otherwise reduce the damage to below 0. This means that minion damage and most DoT effects will completely bypass it.*
A different take on shields, this ability provides less protection against the occasional harrass or enemy burst casters when compared to other shields, but is more useful when fighting against a sustained damage dealer.
Quote:
Ultimate: Single Target Buff/Debuff + Conditional Life Drain. Gif gains a charge every 25/20/15 seconds that can be expended to either grant an allied champion a flat amount of armor and magic resistance, or inflict a percent based armor and magic resistance debuff to an enemy champion. Allies buffed in this manner will deal damage per second to any nearby enemies who have been inflicted by the debuff, and will be healed by an amount equal to the damage dealt. Gif can store a maximum of 3 charges.

Cast Range: 700
Duration: 5 seconds
Armor/Magic Resistance Buff (On Ally Cast): +40/60/80
Armor/Magic Resistance Debuff (On Enemy Cast): -20/25/30%
Life Drain AoE: 300
Life Drain (Per Second): 30/40/50 + (AP*0.15)
Mana Cost: 55/65/75 mana
Cooldown: 0.5 seconds
Gif's most defining ability, it gives him a wide range of options in terms of buffing his allies/debuffing his enemies, but shines most when used on a combination of allies and enemies who are near each other. Its 3 charges gives Gif the choice to either target a single ally, and two enemies, in order to maximize the healing the ally receives (due to the fact that the life drain effect will be zapping two seperate enemies) or to target two allies and a single enemy, in order to maximize the damage dealt (as the enemy will be affected by two life drain effects).

Contest Requirements:
Quote:
Christmas Cheer: Gif embodies the seasonal spirit of gift-giving by granting both his enemies and allies the gift of gremlins. On a more serious note, he utilizes combat oriented buffs to grant his alies powerful advantages such as a haste (His W), and damage reduction (His E) and an armor/magic resistance buff (His R).
Naughty or Nice: all of Gif's abilities require that he chooses a specfic target. He does not have any auras, and two of his abilities have differing effects based on whether an ally or an enemy is targeted: His W can either slow target enemy + haste surrounding allies or haste target ally + slow surrounding enemies, and his R can either grant an armor/magic resistance boost to allies or an armor/magic resistance decrease to enemies.
That big old sack!: Gif's R, uses a charge system to buff allies/debuff enemies, and to create a life drain effect if a buffed target approaches a debuffed target.

Using either AP or AD focus should allow you to fit in as either a supportive hit and run champ or be able to assist in taking down enemies directly.
Quote:

Q-Leader: You run forward with your shield raised to knock down anything in your path.
--Run a set distance and damage all enemies in your path. If you run into an enemy champion you will stop and slam your shield into them, stunning and damaging them.
--Damage done is increased with ability level and bonus AD. Distance traveled, stun duration, CD and cost are consistent.

W-Avenger: You feel anger when your allies are fall and gain an intense urge to avenge them. You can also channel this rage to stop the enemy from casting spells.
--You passively gain a "Vengeance" charge when ally minions or champions die around you and gain MS and AS based on the number of charges.
--1 charge is gained champion deaths plus a 1/2 charge for every enemy champion that assisted in killing your ally. A 1/3 charge is gained when a minion dies near you.
--At the max # of charges (5) you can activate this ability to silence single enemy champion. Bonus for each charge is 5/5.25/5.5/5.75/6% +1% AP.
--All charges are lost upon death. CD decreases while activation cost increases with ability level.

E-Protector: Imbue your sword with energy and have it follow your allies or chase your enemies in battle. You yourself raise your shield to defend incoming attacks.
--A target ally is followed by a floating sword that will auto attack enemies attacking the champion. While this is active you lose 50% bonus AD but gain increased armor.
--The sword will not follow/attack enemies beyond 500 meters from the ally champion and deals damage based on the abilities level +bonus AP.

R-Martyr: Target an ally or enemy champion and channel the spell over 5 sec. Lose health over that period and either give it to your ally or take a portion of it and damage an enemy for true damage. If it runs for the full 5 sec you, or the targeted ally champion, will gain a spell shield that blocks incoming damage and spell effects for 4 sec. Points into this give a modifier to the health gained by an ally and increases the modifier for health lost by an enemy. It will also give a minor increase to the damage blocked by the shield but the duration will stay at 4 sec. You cannot increases the health drain or heal in any other way but the shield strength is increased by AP.

Innate-Beneficiary: From the store, Wenceslas can buy special items that can be given to allies and grant them minor effects. Wenceslas can only carry up to 2 copies of these items. The items will increase in cost and effect with Wenceslas's level (leveling up does not decrease CD (always 6 secs) or increase duration (always 5 secs).
--Small Meal: Return a small portion of a target's health. Cost=100 at level 1.
--Bottle of Wine: Temporarily increase the target's AD and AR by a small amount. Cost=250 at level 1.
--Large Feast: Return a portion of the targets health and grant them bonus health regen based on their total health (constant through level ups).Cost=300 at level 1.
--Baked Pie: Temporarily increase a target's mana regen by X% of their total mana for the duration. Cost=200 at level 1.

Brier, the Martyr

Role: Support/Tank

Quote:
Lore: The glories and atrocities of war are vaster than many can imagine, and this fact was not lost upon the single soldier lying in wait for a group of Noxian troops on the icy wastes of Freljord. He had seen countless allies slain by his enemies, but he had also seen equal numbers of enemy slain, their bodies no different from those of his comrades in death. Even as he lay there waiting in ambush, he knew that many of his friends, and possibly even he, would die today. In exchange many more of the Noxians would die. But was it worth it? Throwing lives away for the sake of two Rulers? Surely there could be a peaceful resolution.

His thoughts were interrupted by the troop they were prepared to spring upon, but something went truly wrong. Perhaps they had sent scouts who had reported the Demacians position, or perhaps it was pure luck, but they halted just short of the path, and drew their weapons. The Demacians were in for a sore fight: the Noxian parties were very double their size.

Blades fell, as did fingers and limbs. Blood splattered across the cold snow. Last breaths were taken. At last only two men on the Demacian side still stood. Blood caked the eyes of Brier, making it hard to count, but it seemed that many more Noxians stood before him. Swallowing the bitter taste of defeat, he turned to his ally. "Run while you can... I'll hold them here as long as my body holds out." The young recruit beside him, his courage already long gone, turned and fled. Brier turned back to the large figure in armor before him and ran at him, his blade ready. It was knocked aside easily and he found himself knocked to the ground with a large ax blade across his neck. "You show courage young Demacian. For that I will spare you." The dark-eyed figure growled and gestured with a hand. An archer stood and fired at the fleeing figure of the young recruit. "Sadly, he will not." The Noxian General turned and led his reduced force onwards, leaving the broken Brier on the ground.

His wounds would not allow him to continue in the war, so he was honorably discharged. But determined to bring peace to the world, he learned magics that healed and harmed. Once he had mastered those, he found that the war had already ended, being limited to the small fields of justice. Satisfied with this, he retired to the League, to serve and protect for the remainder of his days.
I felt that this sufficiently filled the requirement of Giving. What greater gift can one give than his life for a friend? Though the irony is that the one gift he was able to give to the young soldier was taken away. Even now, all of his "gifts" come with ill affects to himself.
Quote:
[Passive]: Burden of a Legion: Damage dealt to allied champions is reduced by 5%, while damage dealt to Brier is increased by 3% for each nearby allied champion.
Gives his entire team a boost, but makes him considerably more frail in team fights.

Quote:
[Q]: Chains of the Sinner:
(Passive) Every 15 seconds, Brier gains a chain, reducing his movement speed by 5%, but increasing his armor and magic resist by 5% as well, maxing out at 5.
(Active) Fires a skillshot that damages all enemies hit, rooting the first for, and slowing the remainder for 1 second. [CD: 4 seconds]
His main damage tool. Its low cooldown allows him fire it off quickly and repeatedly, peeling easily for his carry, or preventing an enemy from escaping. In exchange, in order to use it regularly in a team fight, he has to deal with 25% reduced movespeed, though 25% boosted armor and magic resist is nothing to sniff at.

Quote:
[W]: Essence Switch
Grants an ally 25% of Brier's Movespeed and a bonus (10/20/35/55/80%) attack speed, slowing him by 15%.
[CD: 15 seconds]
Again, trading off his own stats for a ally benefit.

Quote:
[E]: Triumphant Banner
(On Ally Cast) Increases health regen by (10/20/30/40/60 + .1 AP) per second for 5 seconds seconds
(On Enemy Cast): Applies a (15/20/30/40/55%) slow which gradually reduces and a (10/20/30/40/60 + .2 AP) damage DoT for 3 seconds.
[CD: 18/16/14/12/9 seconds]
This is a useful chase tool, as well as his in lane supporting tool. Much like Nasus's Wither, though acting in reverse, with the maximum slow first. He has to decide whether keeping his ally, or himself, alive is more important than getting a little extra damage and cc out.
Quote:
[R]: Guardian Soul:
Summons a spirit to target friendly champion granting (20/30/50) Armor and Magic Resist for 6 seconds. At the 2, 4 and 6 seconds, this ally is healed for 40% of the damage taken and (50/90/150+ .3 AP). At the end, the spirit returns to Brier, dealing damage equal to 25% of the damage taken by the Ally in physical damage, leaving him with at least 15 health.
[CD: 120 seconds]
Unlike most support's ults which affect many targets, this targets a single unit which is receiving much damage, and periodically heals it, dealing a portion of the damage to Brier at the end of the spell. This is one of the stronger single target heals, meant to be applied to an initiator, or in a pinch to a friendly carry. If cast upon himself, allows for a rather unique damage reduction method, delaying the damage until later.

ok, some clarifications so far
self centered aoes and auras only include
auras with limited range centered on yourself (technically, game treats globals as such, but global is global, not really a center there)
aoes that can only be around yourself (shyvanna's burnout non dragon form)
so, a short global effect will be allowed, and karma's mantra shield will be allowed.

Naughty/nice
i would not consider nid heal valid, as it is two separate skills that does the duality effect.
i would consider orianna's E valid
i would consider orianna's W valid
i would consider leona's passive really pushing it, but barely (as in really really barely) allotted. (reasoning being enemies get a mark that allies proc, so technically, enemies and allies get a different effect on it). i would consider this really really pushing it however, so yea

Theme: i'm being very lenient on this one. Gift giving can be anything from giving parasites to another champion, to giving gold to your allies.
so yea, pretty much im looking for a general focus on an aspect of the following
giving (like giving parasites or giving gold)
gifts (like gifts that explode to gifts that heal)
generosity (like shields on your allies or a euthanasia for your enemies)

or something you feel can be related to generosity or gifts.
maybe a critic of gift giving?
or a person just wants gifts but never had them?
or a person that delivers gifts?
personally, pick a connection and go with it. i trust most of you will complete this, and i personally will not consider this theme greatly in prelims for disqualification.

Jo, Chaos Theorist
Attributes: Ranged, Mage, Support
Passive: - Ripple Effect - Each of Jo's spells leave an area of fragmented space which lasts for a number of seconds equal to twice the spell's rank (Twice that for her Ult). When hit by another spell within the fragmented space, enemies take 10% (+5% per 5 levels, +25% total at level 16) extra damage and their CC effects last for an extra second.
Score: 3/5
Reason: clarity and balance, I felt that a passive that allows for 25% increased damage for a period of time that can be reactivated was way too overpowered. The fragments last for a number of seconds equal to twice the spell's rank (twice that for her ult.) this implies that they last up to a maximum of 10 secs with no cooldowns this is extremely op. Plus as a common reader I shouldn't have to deduce the fact that it lasts for 10 secs a nice example would have been awesome.

Quote:
Q: - Event Horizon - Jo creates a ring of expanding energy at a point, starting at a width of 100 units and growing at a rate of 50 units per second. At 4 seconds or when detonated early, it suddenly contracts, dragging all enemies with it to the point of origin and dealing magic damage to them.
4/5 no numbers I can't judge what's not there

Quote:
W: - Spacial Collapse - Jo creates a ball of dark matter that follows her cursor at a speed of roughly 1000. While controlling the singularity, Jo can't move. Deals magic damage per second it's in contact with an enemy and stuns them if they're in its field for too long. Max range of around 1000. Can be detonated early to deal extra magic damage.
4/5 again no numbers

Quote:
E: - Link Bolt (name WIP) - Fires a skillshot blast of energy that hits a single target for moderate magic damage and marks them. Jo can cast the ability again while the target is marked for no mana, with the marked enemy as the point of origin. Can bounce a number of times equal to its rank.
4/5 same

Quote:
R: - Quantum Fold - Jo links two areas of space, switching their contents. Enemies in either of two areas Jo marks are switched, stunned, and take moderate magic damage. Controlled with a click and drag interface somewhat like Viktor's E.
4/5 same

Quote:
Lore: An aspiring arcanist of Piltover, Jo showed promise at an early age for teleportation magic, able to get her cat down from the tree, as well as, well, most of the branch. After studying through most of her childhood, Jo came across some unusual theories in books that made their way into her possession. Theories about the very nature of magic, time, and space itself. Intrigued she studied further, her studies slowly driving her to madness, consuming her every want and desire. The pursuit of knowledge slowly broke her mind, leaving her a schizophrenic mess.

Still determined to understand more of the universe, she began to study summoning magic, and demanding to be a champion to better understand the spells they wield. She has no care for the politics of the games, only the sciences behind it. Everything is a puzzle to her, and nothing has value unless it can teach her.

"Questions, questions are the answer. Answers are questions. Around and around..." Jo, Chaos Theorist.
4/5 i found the lore not really revolving around the theme. If you are obsessing about something it is filling your mind and therefore is not bigger on the inside because your mind is full of nothing but focus on that one concept.

Overall:

Lore: 4/5
Abilities: 19/25
Gameplay 5/5 ( i think this should be a bonus point criteria)
Stats: 0/5
Bonus Pts: 1

29/40
