I see nothing wrong here. It's good to know that Riot holds it's pro players to the same standards as well. I feel bad that this happened but the guy got warnings and prior punishments, he knew if he didn't change his actions, this was going to be the end result.

Pro sports players can have been banned for actions both on and off the fields, why shouldn't pro players here be held to the same standards the normal player base is or even held to higher standards?

Nvm i though of another

2(real 2cd question) Will this become standing policy for ALL people?(aka i get perma banned, will i lose all my "smurfs" aswell, even though im not a pro player, and if i become one after the perma ban will you RETRO ACTIVLY put an esports ban onto people?(aka i get perma'd, 3 months later i make a name formyself on a smurf, and try to join a league pro team, will riot deny me access to events for another 9 months?)

He was warned 8 times before they even considered this.

In every sport, unsportsmanlike conduct is penalized somehow.
In many cases, it is with fines or banishment from playing for x games, without pay too.
If you want eSports to be considered a sport, then the same mentality must be enforced as well.
He's paid to play a game and win. He's not paid to insult other players, generally act like a jerk, and then when his primary account is flagged, to go onto his alternates and do the same.
That would be like being warned your conduct on offense is causing game changing penalties, and when you get transferred to defense, you do the exact same thing.
He's had many chances to work on his act, and he's pissed them all away. There are many good players who would love the chance to do what he did, and probably wouldn't jeopardize it by being so toxic in game. It's easy to let off rage at terrible teammates in non-insulting ways, I for one load up TF2 and Mann Mode it up.

TL : DR

He knew what he was doing, he didn't care, and now he's suffering the consequences. That is real life, and if you go into your job insulting coworkers and people you work with, you should expect to be fired sooner or later, no matter how good you are.
