Why is any elo under 1700 elo considered "low elo"?

Because we're all "low elo" for someone else. I consider your 1300 elo to be low elo, and my 1800 elo is considered trash for the 2300 elo guy. Statistics have very little to do with it - it's just a matter of perception. Don't let it bring you down.

Well, part of it would have to be that the top % thing includes all of the players playing ranked. The bar for playing ranked is relatively low (be level 30, own 16 champions). This means that tons of people can become part of the population we are talking about. People with no interest in playing in a competitive setting can hit level 30, see a new option open up, and then mess around in ranked like they mess around anywhere else and then become part of the population of people with an Elo.

So it's a bit different from saying "these players are in the top 5% of professional basketball players." It's more like... "these players are in the top 5% of people who have ever picked up a basketball."

Because of elo boosters. It's hard to tell who a legit good player is just by a forum badge.
