Yes. The difference lies in how mages and AD characters apply damage.

An FH hurts carries by forcing them to take longer to kill you, but it's a continuous scale and scales linearly. While he might take 10 seconds to kill you, now he takes 15 seconds, let's say.

However, Mages apply their damage very differently. Since their damage is loaded in spells - they have to do a full cooldown rotation. If this cooldown rotation doesn't get you to within lethal range for their team, you win automatically as a lot of Mage damage is locked up in long cooldown spells or their ultimate.

Mages also frequently have less opportunity to perform their perfect burst rotation - which is why that initial barrage of spells is so important.

Finally, Mage damage tends to scale linearly, while physical carry damage tends to scale exponentially. Health / MR has a very good chance of invalidating a mage entirely, while the exponential nature of carries will tend to outpace any kind of defenses eventually as the game goes on - preventing counters from being hard counters from being permanent.

Is there ever any reason to get Thornmail then? FH or Randulins does the same job of increasing the time it take for physical damage to kill you, but better. Thornmail's only advantage is that it can return damage, and to effectively have that work you need magic penetration. Same for Sunfire Cape.

Thornmail offers pure armor and a very smooth build-up into that armor. Being able to go Cloth Armor into Chain Vest is a very powerful build-path that wastes no time in getting to that 100 armor. The major advantage of Thornmail has generally been the ability to get all the armor and to get it without needing to spend gold on any other statistic along the way.

Xyph, how much better can we expect melee ADCs to become in S3? At the moment, aside from champions that need to be buffed/reworked (Karma, Heimer, Syndra, etc), they have the lowest win-rate in high Elo solo queue and have never been picked competitively.

I hate to be rude but I get the feeling riot is just going to leave burst casters useless as they've been this whole season

not only have they not been chosen regularly for a long time (with the single exception of eve) but deathfire was basically removed
it was their only way to counter tanky dps (inb4 that line about tanky dps>mage>carry>tanky dps as if the mage has any way to get near a carry in a team fight lol)
