Not entirely true.

Heal gives you permanent HP, where Barrier is temporary.
Heal gives your allies HP as well, whereas Barrier only gives you a shield.
Health mitigates damage via Armor/MR, whereas all damage dealt to shields is treated essentially as true damage because Armor and MR do not apply to shields (IIRC).

Correct, numbers are being changed for SR. You could say the same thing about Heal, and it doesn't destroy the game.

True damage is countered by increasing your max health, heals, and shields. It's simply isn't countered by MR/Armor/DR.
