Why not just start ELO at 0? and gain ELO based on placement matches, it would break down this wall of the people who just hit level 30 with 10 wins and play ranked at 1250elo. serously, it gets anoying as ****.

900elo_______1250 ELO________everything else.

This is the elo graph, once you pass 1250 the skill level of people inrceases 10fold! its rediclous
0 ELO__l__l____l400ELO_____ Everything else
Starting at 0 elo would solve this because all the bads would stay at 0-400 or some place near thoes notches. And once you pass 400 elo your in the green.

ALMOST EVERY OTHER LADDER HAS THIS SYSTEM, you start at 0 and go up, it makes no sence to start up and go down and be stuck down because some kids mommy told him to go eat dinner during a placement match!

It makes sense but really wouldn't work. that's not how the elo rating is supposed to be used

It makes no sense at all... you might as well just subtract 1200 from everyone's rating. You realize that negative elo rating exists right?

Well sc2 ladder does this exact thing, and it works perfectly

Because (assuming no negative rating)the worst of the worst would automatically be paired with new people.
There ARE people who play at a 500 elo level, and trust me, you DON'T want them in you placement matches, especially when the person on his first ranked match, but who has been practicing for it in normal draft for the past 500 games, comes and stomps your entire team to the ground.
