On MMR Boosting and the 2014 Season

So I went through all the Riot posts and I found in each and every one of them, you guys never blatantly explained what the "system" is or how it works. There are a lot of grey areas and you know, I just want to know how you guys are conducting the investigations and whatnot because if there is no explanation people are going to jump to conclusions. Like are you guys accessing information that is private; not only would that infringe our rights, but also worsen your relationship with the players/customers of the game? Because honestly, I'm a college student and I go home frequently so would I be banned for using a different computer despite it being my home? And how would you address the people sharing one computer when a family only has ONE computer which is used for various different things whether it is different accounts for different people. Are you guys accessing the IP information and basing your investigation on that? Honest questions here.

Me being a diamond 1 player, I usually create a 3v3 team with my buddies who are generally ~silver ranked. I always get accused of elo boosting by the enemy team.

Should I be worried? Even if I get the team to platinum by the end of the season, is this considered MMR boosting?

I reported someone for being boosted.
A bronze 5 who all of the sudden learned some new champions 2 weeks before season 3 ended and had a 94% winrate with one of them (Nidalee), when the highest win rate before that was under 40%
That account went from Bronze 5 to Silver 1 100LP in less than 2 weeks.
The account was never banned.
This was the most blatant and obvious boosting case i have yet to witness and guess what you guys did?
NOTHING
Nothing at all.
The only reason that account did not go gold was that the booster started losing on purpose after going from B5 to S1 in under 2 weeks.

I'm not sure why people wouldn't just bypass these "boost" rules by simply making a level 30 account and then just duo-ing with a friend. For example, my Plat 1 friend has 3 level 30 accounts that sit in Bronze/Silver/Gold. If he wants to help out lets say his Silver 5 buddy, he can just log on his Silver smurf account and carry him all the way up to whatever he wants to carry him to. Afterwards if he really doesn't care about the account he can "reset" his smurf account by losing on purpose.

I almost feel like this is just as bad as boosting and after reading the rules the only offense he could be reported for would be the intentional losing if he ever wanted to drop the MMR.

I just don't get why everyone is complaining so much about these elo boosters. I'm a plat player, but I have lost games to silvers. When I was gold, I have beaten plat and diamond players. If one of your team mates was someone who was elo-boosted, just make up for their slack, it's a 5v5 game.

Because if someone is boosted hard enough it becomes impossible to pick up their slack. When you have a player whom is originally Bronze 5 in a Gold 5 match because they were boosted they lack the mechanical skill to even perform at the level. They can't even play a solo lane because they die at level 2/3 because they never learned the basics spacing, csing, trading, warding.

No third party may play ranked games on your account, the moment this happened the account would be eligible for an MMR Boosting punishment. We have punished players in the past who were allowing friends to play ranked games on their account while they were busy leveling up a new one. This would cause the account not decay down to the next ranked tier from lack of play. Spot holding such as this falls under MMR Boosting.
