As long as both of them play on their own accounts, you're fine. We don't punish players for having friends over, who happened to play a game or two on their computer.

Does duoing with a smurf also count as elo boosting as the smurf's skill level is higher than their initial MMR?

There should be an option to play a ranked game without duos IMO

Lol not everyone has enough money to afford their own brand new laptop. Plus they're families that share one computer to do everything so how about there is more than one person that plays league in one family is Riot going to ban a family members playing on the same laptop? This system has way too many holes imo.

This system seems very shady.
Playing on a friend's computer for a day will not result in a ban. Our investigations go deeper than just looking at what computer you were playing on.

You can talk about how the matchmaking system accounts for it all you want, but anyone who's ever had to deal with fighting against a player 10 divisions above them, or with a player 10 divisions below them, can speak to how awful that experience is regardless of your best efforts to balance around it.

Is there some special reason you can't restrict duo queueing to a 5ish division maximum gap between duo partners, to mitigate the most abusive cases? Can you give us a good reason why it makes sense for a Diamond and Silver player to be able to duo queue, despite the impact on those who have to play with them?
