Game slows down after match is finished, help

here's my problem: After a match is done, win or loose, it takes an insanely long time to enter the post-chat in the client. Initially after clicking the button on the "Victory"/"Defeat" phase, my screen just straight up freezes for a good 3 mins. (Can't Alt+Tab out or ctrl+alt+del) The screen goes black for about another minute or so, then im sitting looking at my desktop for another minute unable to click anything till the post-game client shows up about a minute after that.

So in total, it takes roughly 5-10 mins usually to start a new match or to exit the client/etc. I have no other issues other than this, its really annoying.

This first started on patch 3.11, was hoping 3.12 would fix this problem. It didn't.

Notes:
- Firewall is down
- (Antivirus) Avast is disabled
- Pando Media Booster is Uninstalled
- Running in Administrator Mode makes no difference
- P2P is off

Edit 1: FIXED! was contacted via Reddit
Basically was a Video Card Problem. As far back as i could remember just before 3.11 i had changed some of my system start-ups and i had disabled my ATI Catalyst Control Center(◄ Pic)and when it's not up on the taskbar as shown, it seems to effect the League Client.

Your computer isn't very good so that might be why.

Yeah the specs may not seem all that great. But it runs Flawlessly, have to remember League came out in 2009. My Toshiba was built in 2009 as well, so in a way it's just good enough with the later additional visual upgrades league has had.
