Attempt #1:

Firstly, I've eliminated AP Sion in this rework because there is currently zero counter play to his combo and his sprite model does not fit at all into the APC theme.

Secondly, I've designed real stats and ratios on the new skill kit to create a legitimate trade-off between building tank and dps Sion -- sacrificing damage for survivability and vice-versa -- to avoid a one-build-fits-all mentality for the new Sion, although both are viable.

Thirdly, this rework gives Sion health as a resource rather than mana. It just fits his theme and lore better.

Feel No Pain (Passive)
Sion Takes 5/10/15 reduced damage from basic attacks. This effect lasts 1.5 seconds, stacking up to 4 times. Triggered by attacks from large minions, large monsters and enemy champions. Upgrades at levels 7 and 13.

Cryptic Gaze (Q)
Cost: 5% of Max Health
Cooldown: 18/16/14/12/10 seconds
Range: 600

(skillshot): Hypnotizes the first enemy hit, stunning them for 1.2/1.3/1.4/1.5/1.6 seconds. The target's armor and magic resist are reduced by 10/15/20/25/30 for he duration.

Death's Caress (W)
Cost: 8% of Current Health
Cooldown: 14/13/12/11/10 seconds
Range: 350

Sion gains a shield which reduces incoming damage from all sources by 8/10/12/14/16% for 4 seconds (effect is halved against turrets). Sion stores any damage he receives, up to a maximum of 40/80/120/160/200. After the effect ends, Sion's shield will explode, dealing magic damage to surrounding enemies equal to 100/110/120/130/140 plus the stored damage.

Enrage (E)
Cost: 30/45/60/75/90 Health
Cooldown: 4 seconds
Range: 125 (Melee Range)

Passive: Sion gains 10/15/20/25/30 (+1% max health) bonus AD. Additionally, Sion gains 1/1.5/2/2.5/3 permanent bonus health whenever he kills an enemy unit and on champion kills and assists.

Active: Sion swings wildly on his next basic attack, dealing 30/50/70/90/110 (+0.5 total AD)(+10% bonus health) physical damage. 50% of this damage is dealt to the nearest enemy unit, prioritizing champions over minions and monsters.

Cannibalism (R)
No Cost
Cooldown: 130/115/100 seconds
Range: 600 (Consume Range)

For 10 seconds, Sion's basic attacks, spells and abilites apply 1 stack of Cannibalism to each enemy hit, slowing them by 2% per stack, up to a maximum of 10 stacks. After the effect ends, Sion consumes all stacks of Cannibalism, damaging targets for 50/150/250 plus 15/25/35 (+0.1 bonus AD) true damage per stack and healing himself for 15/25/35 (+1% bonus health) per stack consumed. This ability can be reactivated after 5 seconds to immediately consume Cannibalism stacks. Cannibalism stacks will disappear if an affected target is not within the consume range.

Sion rework attempt #2:

As my first rework attempt was intended to remain faithful to Sion's old kit while making it more interactive, I've opted to forgo that approach and try to create a more defined theme for him, which would be some kind of disease ridden, nerve numbed, debuff inducing brute of a zombie. I've also tried to make his abilities more synergetic with each other, and to rethink some of the many free stats he was getting in my first rework kit. Naturally, the numbers may not be ideal, so imagine something appropriate in the relevant spaces.

Feel No Pain (Passive):

Sion numbs his nerves for battle, gaining 4/7/10 armor and magic resist whenever he casts a spell or ability, stacking up to 4 times. Sion will lose 1 stack after he takes damage from an enemy champion. Cannot lose more than 1 stack every 1 second.

Fiendish Wail (Q):
Cost: 5% of max health
Cooldown: 12 seconds
Range: 400

Sion let's out a guttural cry, decreasing surrounding champions' movement speed by 10/15/20/25/30% for 4 seconds. Their armor and magic resist are also reduced by 10/15/20/25/30 for the duration

Nerve Gas (W):
Cost: 5% of current health
Cooldown: 16/14/12/10/8 seconds
Range: 350

Sion takes 8/10/12/14/16% reduced damage from all sources for 4 seconds (effect is halved against turrets). Sion stores any damage he receives, up to a maximum of 60/90/120/150/180. After the effect ends, Sion's body expels a noxious fume, dealing 80/90/100/110/120 plus the stored damage as magic damage to surrounding enemies, and healing Sion for half that amount.

Rampage (E):
Cost: 30/45/60/75/90 health
Cooldown: 4 seconds

Sion swings wildly on his next basic attack, dealing 30/55/80/105/130 (+1.0 total AD) physical damage and granting 2 stacks of Feel No Pain instead of 1.

Pestilence (R):
Cost: 10% of current health
Cooldown:
Range: 350

Passive: Sion's body excretes a toxin whenever he loses a stack of Feel No Pain that deals 20/40/60 true damage to enemies within 350 range.

Active: Sion's body excretes a powerful poison for 6 seconds, damaging enemies for 75/125/175 (+0.4 bonus AD) magic damage per second, and also granting 1 stack of Feel No Pain per second.
