So does this mean that he has an AoE fear at the end or is this just a description that has no real meaning?
Flee is a slightly different Fear. Consider it an "anti-taunt" where the CCed unit always tries to run away from Hecarim. This give Hecarim more control of his victims' movement. For example you can move behind them to force them to flee towards your teammates.

Sounds like what "fear" should've been.

And then fiddle needs a different type of ability called daze or confuse or something.

Cause a logical implementation of fear on the current fiddlesticks would destroy all synergy between his abilities.

that kind of fear would make fear-reliant champs kinda weak

looking at fiddlesticks and nocturne

Call it Panic, panic is chaotic unpredictable, so it fits in the random direction thing, Fleeing also makes sense, you are running away, Fear is a bit in the middle.

A proper Fear mechanic. I look forward to playing Hecarim more every day!

From the look of his kit: Hec is gonna be a nasty ganker. Devestating Charge + Onslaught of Shadow = Enemies exactly where you want them.
