I propose the following item. I've given 2 possibilities, one for mid-tier, one for high-tier (which also lets sheen build into something more useful for pure casters). The important part is bolded - the rest of it is number crunching

Concept: This is a spear that hurls itself based on the power of the spells you cast.

NETHERSPEAR (as Mid-Tier Item)

Meki Pendant (390) + Blasting Wand (860) + Recipe (750) = 2000 gold

+10/5 mana regen, +50 Ability Power, +200 Mana

UNIQUE Aura: Enemies receive -10% MR.

UNIQUE Passive: Whenever you deal magic damage to an enemy, you deal additional physical damage to that enemy equal to the amount of damage that was blocked by their magic resistance.

NETHERSPEAR (as High-Tier Item)

Sheen (1260) + Blasting Wand (860) + Meki Pendant (390) + Recipe (750) = 3260 gold

+10/5 mana regen, +75 Ability Power, +300 Mana

UNIQUE Passive: Whenever you use an ability, your next ability is cast as if you had +100% AP. This has a cooldown of 3 seconds.

UNIQUE Passive: Whenever you deal magic damage to an enemy, you deal additional physical damage to that enemy equal to the amount of damage that was blocked by their magic resistance.

This means that if an enemy has 100 MR and you do 100 damage, they would normally block 50 of that damage. So you do 100 magic damage and 50 physical damage with the same spell. Keep in mind that armor still comes into play so the physical damage is reduced by that, but it helps to counter those that go strictly magic resist. In that example, if they also had 100 armor, they would receive only 25 of the physical damage. But combined you deal a total of 75 damage, which is a lot closer to the original 100 than the 50 you would normally do.

Second example, enemy has 300 MR total and only 100 Armor. You deal 800 damage with a magic attack. Normally that would be reduced to 200 (800 * 1/4). With the Netherspear, you would deal an additional 600 physical damage. Since they didn't bother with armor, the physical damage is reduced to 300 (600 * 1/2), but add it in to your 200 magic damage that went through and suddenly you have 500 damage, much closer to the original 800 and far far higher than the paltry 200 damage you world normally do.

Using the same example above, if an enemy had 200 MR and 200 Armor, you'd deal less damage. (800 * 1/3) = 267 magic damage + (533 * 1/3) = 177 physical damage = 444 damage, less than the person above who took lots of MR only.



The high-tier version of this weapon would be killer on Veigar. ^_^

I would like to see some cool stuff that procs offensive abilities off stuns and slows. For example, "Gain 100 percent magic penetration for 5 seconds after being a victim a stun, slow, or root".

This wouldn't affect the ability for a champion to run away from a battle, but would add more danger for those who spam CC in group fights.
