The Current Spell:

Rally: Summons a beacon with 200 + 25 x level Health for 15 seconds which increases allied Attack Damage by 10-35.

Improved Rally: Improves your Rally spell to also increase ability power of nearby ally champions by 20-70 and increase its duration by 5 seconds.

Effective uses: Drawing turret fire for backdooring, a team wide damage buff, can be used rarely by certain spells as a valid target (Shunpo)

Problems: Long Cooldown, Rally Flag can be taken down by AOE wasting the spell (only summoner spell with this problem), It doesn't pair well with the current Flash meta.

Solution:

Shorten the cooldown (Optional), Reduce AOE damage done to the Rally flag, Add an AOE to casting the flag (a short no damage slow, for example) to encourage initiators/tanks to use the spell like a mini Randuin.

EDIT: ranger4290 on r/leagueoflegends came up with a great idea to deal with the counter play of destroying the flag. This is a separate solution, as it doesn't go with reduced AOE damage on the flag and would be a bit OP with the mini slow:

Instead of the Rally Flag being a stationary object, it attaches to the summoner as a visible banner and creates a temporary shield on them. The enemy must destroy the temporary shield in order to remove the Rally damage buff.

Haha very clever! The part where you can use the Rally on cast to cause AoE damage and/or slow is really, really interesting.

Indeed something should be done about this spell. Revive still gets some rare uses by the occasional Pantheon/Karthus. But you know when someone grabs rally, he is gonna troll your game.
But I guess Riot is still banging their heads about what to do with the summoner spell that plagues every game, Flash.

Also. With this buff. Jarvan with Rally becomes the Flagman XD.

How about a massive reduction in cooldown time when the flag hasn't been destroyed during its life spawn?

I support this. It might even bring about the advent of having a "Flagbearer" role on the team similar to how we always have a support with clairvoyance at the moment.
