The Hunter's Machete (currently costs 300g) actually has no raw stats but instead increases your damage dealt to jungle monsters by a % and also adds bonus true damage to your basic attacks against jungle monsters.
Hunter's Machete's % damage increase affects all physical and magic damage done to monsters, so yes it includes most spells (unless they deal true damage).
The item then branches off into 2 upgrade paths one being Madred's Razor and the other being a new item focused more towards non-autoattack based champions called the Spirit Stone.

The Spirit Stone itself provides Mana Regen and the upgrade focused more towards casters provides even more Mana Regen if you are looking for more of it.
Spirit Stone is ... currently sitting at a price of 800g.
... there is a Spirit Stone upgrade that is aimed towards tanks.
... the 3rd upgrade for the Spirit Stone is focused on AD casters. Unfortunately it does bring a small amount of Mana Regen on it that it inherits from upgrading out of the Spirit Stone which can kind of leave a sour taste in most non-mana champions' mouths, but overall it should be a pretty solid item for junglers who want to focus on building up their AD.

Eh. I'm not sure. Phantom Dancer will always be a good option, in my opinion - and there's nothing wrong with that. However, there's one or two items that let you specialize into more burst damage than PD at the cost of sustained damage.

He didnt say Lichbane or Trinity... looks like Tanks will have their own "on ability, next hit is awesome" item

As Xypherous said in his post, it was literally a "win more" item. It only helps you after you have a sum of Damage, and an IE to abuse the crit chance. Usually Lifesteal as well. But the fact is that if 1 team is ahead, it will, invariably, help their Ranged AD more than anyone else on their team, and significantly more than the other team's Ranged AD.

An item that only helps 1 out of 10 players in a given game isn't a very good item.
