Runes and Masteries
 
Am I the only one that has an issue with these two? Not that they are in the game, but mainly because there are obvious efficiency issues?

Armor Yellows are almost always used unless you go mid and replace them with a Magic Resist.

Blues are most often used for Cooldown Reduction or Magic Resist.

Reds are usually AP or AD, as well as AD pen or AP Pen.

Masteries

11/19/0

I know some other people mix and match but these are usually staple. Why? And why are some runes more expensive than others?

Why are some runes more expensive than others? Because of the mechanical benefits.

The last thing we need is to increase the amount of IP/RP needed to put together a decent roster of champions and rune pages for them. Until the rune system gets overhauled to eliminate the grind/pay to win issue, I'd rather keep the staleness.

I don't agree.

Lifesteal Quints are expensive and only give 6%.
Spell Vampirism Quints are expensive and only give 6%.

Compared to their basic items (Vamp Scepter & Hextech Revolver), You'd get more benefit from Spell Vamp since it's an expensive item compared to Vamp Scepter.
