Straight from the PBE: Thresh, the Chain Warden
For those who don't know, the next champion, Thresh, is on the PBE. You can find details on him here: http://www.surrenderat20.net/2013/01/17-pbe-update.html
A quick rundown:
Thresh is a melee support tank. He scales primarily with AP and does magic damage.
Thresh has 335 base MS.
Despite being melee, his attack range is 475. He has no projectile, the attack will land as soon as his animation finishes.
He does not gain armor or MR per level due to his passive.
Passive: Keeper of Souls
-Whenever an enemy dies near Thresh, it drops a soul he can pick up by moving near it. Large minions and champions will always drop a soul, normal minions will only occasionally drop one.
-Thresh gains bonus AP, Armor and MR for each soul he collects. The first soul gives him 1 of each. Each additional soul gives 0.01 less: the 2nd gives 0.99, the 3rd 0.98, etc. There is a minimum value (currently 0.5).
-Souls are not lost on death.
-Passively causes Thresh's basic attacks to do extra magic damage based on his AD and the number of souls he's collected.
-The damage ramps up while Thresh is not attacking. The increased damage resets after 1 attack.
-Active Component: A long-range skillshot nuke with a moderate cooldown.
-Thresh throws out his blade on a chain. The first enemy hit by Shackle is stunned and tethered to Thresh for 1.5 seconds.
-The target is pulled a short distance towards Thresh two times over the tether duration.
-Thresh cannot autoattack while tethered; however, he can activate Shackle a second time to dash to the target.
-Shackle cannot pull champions over walls.
W: Lantern Toss
-A medium-long range aoe skillshot with a moderately high cooldown.
-Thresh throws his lantern to the target location, where it stays for several seconds.
-Any allies (including Thresh) who come within a certain aoe of the Lantern will be shielded for 6 seconds. This includes champions who walk into the aoe after the lantern is thrown. An individual champion can't be shielded more than once by the same Lantern Toss.
-If an ally close to the lantern right-clicks on it, both they and the lantern will immediately be pulled to Thresh's current location. The lantern will remain on Thresh and continue to shield for the rest of its duration.
-While the lantern is out, a beam of light will connect it to Thresh, showing allies where they will be pulled.
-If Thresh moves too far from the lantern (around 75% of the screen), it will automatically jump to him.
-The cursor changes very noticeably while hovering over the lantern.
-If an allied Skarner activates Thresh's lantern while ulting, the Impaled enemy will also be pulled to Thresh.
-The lantern can pick up souls (thanks, A Swarm of Koala)
-A rectangular aoe skillshot centered on Thresh with a fairly low cooldown. The hit box extends an equal distance in front and behind him, and is about twice as wide as Thresh is.
-Thresh swings his chain in the direction the spell was cast. Enemies hit by the swing take magic damage and are knocked a short distance in the direction of the swing, then slowed for 1.5 seconds.
-This can be used to either knock enemies away or pull them towards you, depending on the direction it is cast.
R: The Box
-An aoe ultimate centered on Thresh with a relatively short cooldown.
-Creates 5 spectral walls in the shape of a pentagon, centered on Thresh. They remain in place for several seconds and do not move with Thresh.
-The walls do not block movement. However, if an enemy champion passes through a wall, it will be destroyed and they will take magic damage and be slowed by a massive amount for 2 seconds.
-After 1 wall is broken, the remaining 4 walls will deal half as much damage and slow for half the amount.
Miscellaneous fun stuff:
-Thresh is from the Shadow Isles.
-Thresh is the only melee champion with a higher attack range than a ranged champion.
-Despite being labeled melee, Tiamat and Hurricane treat Thresh as ranged.
-Thresh attacks with a bladed chain whip.
-Thresh is an evil support champion.
-Thresh's fasted movement animation (kicks in around 500+ MS) is very distinctive: he stops walking and instead glides several inches off the ground.
-Thresh's /dance is similar to Draven's. Apparently it's poi spinning.
-Thresh's ultimate, The Box, is named after a real form of torture: http://en.wikipedia.org/wiki/Box_%28torture%29

50.5 of the bonuses is max it seems (for his passive)
Minimum value for souls is 0.5 btw, and as far as I could tell there's no cap on the number of souls he can have.
Also cleave does not work with his auto attack even tho he is a melee, but the hurricane passive works even tho he is not a ranged...
thresh doesn't have longer range than a ranged champion. Except maybe Urgot.
Interesting, 3 skill shot abilities. I like more complex champs myself. Hopefully they rename some of the abilities, cause those sound horribly bland.
cant wait, that whole ally being able to jump to you via lantern seems op and mega troll lol...
now if only i can think of a way to get a blitzcrank on the same team... and have an ally bait someone on the other side of a wall only to pull the enemy and the ally to our team
