Game has been Extremely Laggy lately
 
My FPS stays at a constant 60 fps so I know its not fps spikes. My ping stays around 65-70. Yet my game is really ****ing laggy. Like things are delayed, and champions arent in the right spot on mini map. Spells not always showing. Pretty much everything is delayed but its not my fps or ping...so wtf is it?

That is packet loss.

The horrible thing about packet loss is it generally doesn't show as an increase in your displayed latency. Latency itself is simply a measurement of the time it takes for a packet to make it from yourself, to server, and back to yourself. With packet loss even 4% will impact the game and create that "lagged" feeling, but the system won't register it as higher ping because packets are still making it 96% of the time, and it is just displaying that trip time. Only when you get into extremely high packet loss do you start seeing latency measurements change.

So what causes packet loss? In almost every case it is on the client end. It can be a bad router, bad NIC, bad lines, really any issue that would impact the connection itself. Even extremely high load on the network, in your home even, can cause packet loss. Unfortunately it can be a bit tricky to track down, as it is generally intermittent.

To start you can run Trace Routes via a Command Prompt to various servers, and seeing where the connection drops....

Typically the first two or three hops in a Tracert should be EXTREMELY quick, the first and second being 1ms to 2ms, third hop being under 30ms, 4th under 80ms. Depending on your connection setup. As an example, it should go...

Your PC > Home Router > Modem/Client End Device > ISP > World.

or

Your PC > Home Router/Modem > ISP > World.

If you only experience packet loss when playing LoL try uninstall Pando Media Booster, your ISP might be throttling the connection due to P2P software.
