Am I supposed to report everyone?

Anyone that says a swear word, or exhibits negative attitude? Am I really supposed to report them, even if I didn't find what they did incredibly annoying? I just recently got suspended, which means I lost all my honor that I think I did a good job of accumulating. The reports in my case, showed that I'm not the nicest person, but did show that I get angry/rage and fed up over dumb things. I was reading the chat logs, and I realized I never report people who express their opinion, even if they spice up their sentences with a couple of "Bad" words. I don't get why League has an OPTIONAL language filter, if they are super concerned about swearing. Negative attitude will happen, but some of the report options don't make sense. How can you have something like "Unskilled player" as an option, what determines that? I just think this system isn't worked as intended, I think a lot of people are getting away just by not talking, and they don't even need an excuse to ruin games. I'd rather be called a -insert negative comment here-, then have someone completely ruin the game by making it impossible to win. Bad words =/= Bad behavior. I guess it's time to unbind the chat option entirely, and just get an ulcer here and there from watching people continuously make mistakes without any intention of learning to do better.

TL;DR - The system is flawed, but it's not completely hopeless. I probably did ruin some games here and there, but how many people report for the sake of reporting. It doesn't work, why trust a community of anonymous strangers with power?

If it's toxic behavior then they can get banned by the Tribunal.

What is toxic? I think you're missing my point. What classifies as toxic. If someone on my team calls someone on the enemy team a name, should I report him even if it didn't really mean much? Just seems like a power trip to be able to report someone for the smallest offenses.

Hmm, well that is the Tribunal for you, to report toxic behavior.

1. I never report someone for simply swearing. I will report when they begin swearing at someone or myself. But, if you don't care about what they are saying, then don't report it.

2. Unskilled Player reports do not go to the Tribunal.

3. They are looking to reduce the amount of report options soon.

4. Yes, some people are a pain to play with, but insulting them, degrading them, yelling at them, etc. does not make them want to play better. If you give advice nicely and they still refuse it or get all snippy, then just do your best to play with the rest of the team.

It is just a fact of gaming that you will get worse teammates. Just like there are times when you will be the worst teammate. Just like there are times when Scarra is the worst teammate. It happens.

If someone is intentionally ruining the game, but not talking in chat you can report for Refusing to Communicate, or send a ticket in directly to Riot via http://support.leagueoflegends.com/ .
